Woozie is playing golf when you arrive in his office. Now the Triads know that the Sindacco's are responsible for the attacks. Carl has a plan: pulling a heist on the mafia casino. He needs a crew and some special equipment, like explosives. Woozie knows an open cast mine southwest of the city limits where you could find some explosives.
Go to the Hunter Quarry and walk into the red marker. You must enter the quarry and steal the dynamite before the workers detonate it. A timer counting down from 2.30 appears on-screen. If the timer runs out, the dynamite will be detonated and the mission is failed. Walk, when you've arrived at the bottom, to the middle of the quarry and get inside the Dumper. Use the Dumper to drive over the crates and smash them open. When a crate has been smashed, get out of the Dumper and collect the dynamite. Do the same with with the other three crates. One is being transported with a Forklift. Drive with the Dumper against the Forklift and it will drop the crate. If the crate isn't smashed yet drive over it.
After all four packs of dynamite are collected the security will block the exit! You must find an alternative route out of the quarry. Get onto the Sanchez and follow the arrows to get out of the quarry. There are a number of jumps, so build up enough speed to pass the jumps. When you are out of the quarry drive to the drop off point and Carl will give the dynamite to the Triad member.
