Tenpenny tells you about a train with an interesting load is making a stop somewhere. Drive to the marked place where you will see the stationary train. Apparently you're not the only one interested in the train as there are a bunch of Los Santos Vagos, kill those Vagos. After this a group of Ballas will be arriving as well, kill them too.
Now climb on the train. The train starts to move and Ryder drives behind the train. You have to throw the crates into Ryder's hands. When he has enough crates you will get a 3 star wanted level. Drive as fast as possible to the closest 
Pay 'n' Spray. After getting a new color there drive back to Grove Street to complete the mission.
