In GTA IV, you can cheat by calling a number with your cellphone. In the mission It's Your Call you get a cellphone from Roman and, after this mission, you can start cheating. You can call one of these numbers bij pressing 
for 2 times and then you can give in the number.
If you use a cheat, you can find it in your cellphone, at Cheats.
Warning: Some cheats prevent you from getting Trophies / Achievements!
