You have to buy an abandoned airstrip in the desert, by order of Toreno, where you'll be learning to fly later on.
Drive to the marked place and buy the building, you'll need $80,000.=! If you don't have the cash you've to save up some more money. The fastest way is to import cars in San Fierro. When you've completed the Driving School Jethro will call CJ during this mission to tell him about the Race Tournaments, which will be available from now on. So you can also use these street races to earn enough money to buy the abandoned airstrip.
Extra
This is the only mission in which you can save your progress in a Safe House during a mission.
