In the cut scene the mysterious unknown voice identifies himself: Mike Toreno!
You have to highjack a truck for Mike Toreno. He knows you can't do it on your own so he arranged that Cesar is coming to help you. Step onto the bike and go to the motorway in San Fierro. You have to catch up with the truck.
Drive next to the door of the truck and then keep your speed the same as the truck. Cesar needs some time to jump onto the truck so wait until he jumps. He'll throw truck driver out of the truck, which marks the moment you have to step into the truck. Now drive the truck to the Doherty Garage to complete the mission.
Extra
Many times the question is asked how it's possible that Mike Toreno survived the helicopter crash after CJ blew up his helicopter in the mission Toreno's Last Flight, but it has never been proven that Mike Toreno actually was in his helicopter!
