Vlad Glebov is a Russian criminal who lives in Hove Beach, Broker, Liberty City. He runs a Protection Racket, which means he forces local business to pay him in exchange for 'protection' for other criminals. Vlad tries to get in touch with the major criminal organisations. He sees himself as a powerful gangster who rules his area with an iron fist, but in reality he is just a small time crook.
