United Liberty Paper is a nickname choosen through Niko to give this unknown person a name. He is working for a government agency to which he owes his nickname, but denies to have anything to do with the FIB or NOOSE. U.L. Paper contributes Niko in exchange for his freedom a few commands. These have mainly to do with turning off some major criminals in the city. U.L. Paper is friends with the Gambetti gang leader, Jon Gravelli. With help from both can Niko take revenge on Darko Brevic, which they let fly from Romania.
